In line with tightened Safe Management Measures announced by the Multi-Ministry Taskforce on 14 May, the SBF Office (at SBF Center Level 6) will be closed to members and visitors from Sunday, 16 May till further notice. We will continue to deliver as many of our services as possible remotely during this period. Our office hours remain unchanged, from 8:45am to 6:00pm on Mondays to Thursdays, and 8:45am to 5:00pm on Fridays.

Board of Trustees

The SBF Act states that the Board of Trustees is responsible for ensuring that the Federation fulfils its intended objectives, and that its funds and assets are safe and well-accounted for. It also ensures that council members are fit for office.

Mrs Fang Ai Lian was appointed Chairman of the Board in 2012 by the Minister of Trade and Industry. The Board consists of two other members Ms Kay Kuok Oon Kwong and Prof Tan Cheng Han.

Mrs Fang Ai Lian is an Advisor to the Far East Organization Group and sits on the Board of Directors of several companies, including Singapore Telecommunications Ltd, Banyan Tree Holdings Ltd, Metro Holdings Ltd and MediaCorp Pte Ltd. She was formerly the Chairman of Great Eastern Holdings Ltd, and the former Chairman of Ernst & Young Singapore.

Mrs Fang is a qualified Chartered Accountant and a Fellow of the Institute of Chartered Accountants in England and Wales, a Fellow of the Institute of Certified Public Accountants in Singapore and a Member of the Malaysian Association of Certified Public Accountants.

Kay Kuok Oon Kwong

Ms Kay Kuok Oon Kwong, is the Executive Chairman of Allgreen Properties Limited, a Director of Shangri-La Hotel Limited (Singapore), Managing Director of Shangri-La Hotels (Malaysia) Bhd and a Director of Shangri-La Hotels Public Company Limited (Thailand). She sits on the Boards of Venture Corporation Limited, Kuok (Singapore) Limited (and its various subsidiaries) and Kuok Brothers Sdn Bhd as well.

Ms Kuok is currently the Chairman of the National Healthcare Group Pte Ltd and the Yale-NUS College Governing Board. She has made notable contributions to education, tourism, healthcare, the arts and the environment, having also served on several other educational and community service organisations, industry groups and government bodies, including MOH Holdings Pte Ltd, The Courage Fund Limited, Singapore Hotels Association, Singapore Tourism Board, NUS Board of Trustees, National Arts Council, South West CDC, Singapore Environment Council, National Environmental Agency, VIVA Foundation for Children with Cancer and Northlight School.

Ms Kuok has received the Meritorious Service Medal, the Public Service Star (BBM) and the Public Service Medal (PSM) from the President of Singapore in 2015, 2005 and 1998 respectively. The Singapore Tourism Board honoured her with its inaugural Award for Lifetime Achievement for Outstanding Contribution to Tourism in 2009 and its Special Recognition Award in 2004.

Ms Kuok is an Advocate and Solicitor (Barrister-at-Law) from Gray’s Inn, London.

Prof Tan Cheng Han is Chair Professor of Commercial Law and Dean of the School of Law, City University of Hong Kong. He was previously Dean of the NUS law school from 2001 to 2011 and Chairman of the school’s E W Barker Centre for Law and Business till July 2019.

Prof Tan was appointed Senior Counsel in 2004 and has been a Visiting Professor at Bucerius Law School, Peking University, East China University of Political Science and Law, Tokyo University, and National Taiwan University. He is also the Chairman of Singapore Exchange Regulation Pte Ltd.
