Council Members

The SBF Council oversees all matters related to SBF. It includes nominated, elected and co-opted representatives, with a minimum of 20 and a maximum of 26 members.

The three local ethnic business chambers – the Singapore Chinese Chamber of Commerce & Industry, Singapore Malay Chamber of Commerce & Industry, and Singapore Indian Chamber of Commerce & Industry – are permanently represented in the Council. Up to a quarter of the Council may consist of representatives from foreign chambers of commerce and industry; up to six members may be co-opted by the Council.

The remaining members comprise representatives of local chambers and member companies.

Lim Ming Yan

Mr Lim is the Chairman of Workforce Singapore, a member of Singapore’s Future Economy Council (FEC), Co-Chairman of FEC’s Built Environment sub-committee, a member of FEC’s Emerging Stronger Taskforce, a board director of Business China, as well as a board trustee of Singapore Management University.

Mr Lim also sits on the boards of Singapore Press Holdings, Central China Real Estate Limited and DLF Cyber City Developers Limited. In his 22 years at CapitaLand Limited, Mr Lim was President and Group CEO from 2013 to 2018.
He was also CEO of The Ascott Limited from 2009 to 2012 and CEO of CapitaLand China from 2000 to 2009.

Mr Lim graduated with a first-class honours degree in Mechanical Engineering and Economics from the University of Birmingham, United Kingdom in 1985. He also attended the Advanced Management Program at Harvard Business School in 2002

Gan Seow Kee
Vice Chairman/Honorary Treasurer

Mr Gan Seow Kee is the Vice-Chairman and Honorary Treasurer of the Singapore Business Federation and a member of the SBF Executive Committee (EXCO) and the SBF Council since 2015.

Mr Gan was appointed to the Singapore Council of Presidential Advisers in 2020. He serves on the board of the Singapore Economic Development Board. He was formerly Chairman and Managing Director of ExxonMobil Asia Pacific Pte. Ltd. till 31 December 2020. 

He is also a member of the Singapore Ministry of Trade and Industry’s International Advisory Panel on Advanced Manufacturing and the National University of Singapore Engineering Faculty Advisory Board. He currently serves on the Emerging Stronger Taskforce to review how Singapore can build new sources of dynamism and stay economically resilient in a post-COVID-19 world.

He was conferred the Medal of Commendation (Gold) by NTUC in 2017 and the Distinguished Alumni Award by the National University of Singapore in 2018.

Mr Gan obtained his bachelor’s degree in engineering (with honours) from the National University of Singapore and is a Fellow with the United Kingdom Chartered Institute of Management Accountants.

Yeoh Oon Jin
Vice Chairman

Mr Yeoh is the Chairman of Singapore Land Authority and is an Independent Director of Singapore Exchange Limited, Singapore Airlines Limited as well as Singapore Press Holdings. He serves as a member of the Advisory Board of the Nanyang Business School as well as a member of the Corporate Governance Advisory Committee, set up by the Monetary Authority of Singapore. He is also a Board Member and Audit Committee Chairman of Kidney Dialysis Foundation as well as serves on the Board of Governors for the Lien Foundation. 

Mr Yeoh was the Executive Chairman of PwC Singapore before his retirement following a 38-year career with PwC. He was previously the Vice Chairman of the Singapore Institute of Directors, past Council Member of the Institute of Singapore Chartered Accountants (ISCA) and past Chairman of the Auditing & Assurance Standards Committee of ISCA.

Mr Yeoh graduated with a First Class Honours (Accounting) from the University of Birmingham, England, and is a prize winner of the Institute of Chartered Accountants of England and Wales professional exams.

Loh Boon Chye
Honorary Secretary

Mr Loh Boon Chye is the Chief Executive Officer of the Singapore Exchange. He is also Executive and Non-Independent Director of the SGX Board and a Director of GIC Private Limited. Prior to SGX, Mr Loh held various leadership roles in the financial industry in Bank of America Merrill Lynch and Deutsche Bank.

Since 1999, Mr Loh has served in several associations including ACI Singapore – The Financial Markets Association, the Singapore Investment Banking Association, the Institute of Banking & Finance Singapore and the Singapore Foreign Exchange Market Committee. Mr Loh holds a Bachelor of Engineering degree from the National University of Singapore.

Andrew Kwan
Deputy Honorary Secretary

Mr Andrew Kwan is the Managing Director of Commonwealth Capital group of companies, which has investments across the food vertical including barramundi farming, cold chain logistics and food manufacturing. In food services, Commonwealth’s portfolio includes PastaMania, Swissbake, Kraftwich, Udders Ice Cream, The Soup Spoon, Baker & Cook, NYC Bagel Factory, and The Poke Theory.

Mr Kwan is a board member of the Singapore Food Agency, President of the Restaurant Association of Singapore, and Chairman of the advisory council of the Aquaculture Innovation Centre in Singapore. He is also a board member of Focus on the Family, non-resident fellow of Eusoff Hall, National University of Singapore and an Elder at his local church.

Mr Kwan is Singapore’s non-resident Ambassador to the Kingdom of Sweden.

Mark Lee
Deputy Honorary Treasurer

Mr Mark Lee is the Director and CEO of Sing Lun Holdings and Sing Lun Industrial Pte Ltd. He is also a prominent member of the Singapore Chinese Chamber of Commerce & Industry, playing an advisory role to SMEs, as well as extending his network to fellow entrepreneurs. Mr Lee was also the winner of EY Entrepreneur of the Year (Manufacturing) in 2015. He is also Vice Chairman of the SBF Young Business Leaders Network (YBLN).

Mr Lee is one of 30 members in the high-powered Committee on the Future Economy that has been tasked to forge a new growth path for the Singapore economy.

Janet Ang
Council Member

Ms Janet Ang is a retired IBM Vice President and the former Managing Director of IBM Singapore. She is a veteran in the tech industry and has lived and worked in Japan and China for over a decade. Janet has a diverse background having managed IBM Services in Greater China, IBM Industry Solutions across Asia Pacific and Lenovo Desktop Operations globally.

She is an Independent Director at SPH Limited and chairs the boards of SISTIC.com, NUS Institute of Systems Science, Caritas Singapore Agape Fund and the Singapore Polytechnic. She also serves as Deputy Chair of the SBF Foundation and sits on the boards of Esplanade and Home Team Science & Technology Agency (HTX) chairing its Finance & Risk Committee.

Janet was awarded the NUS Business School Eminent Alumni Award in 2014, the NUS Distinguished Alumni Service Award in 2015 and the Singapore Computer Society – Hall of Fame Award in 2018. In 2019, Ms Ang was awarded the Public Service Medal (PBM) by the Singapore Government.

T Chandroo
Council Member


Dr T Chandroo is the Chairman and CEO of the Modern Montessori International Group, which is represented in 16 countries worldwide. He is also Chairman of the Singapore Indian Chamber of Commerce and Industry.

Dr Chandroo holds a Doctor of Business Administration from Southern Cross University in addition to a MBA from the University of East London and Fellow of Chartered Institute of Marketing (UK), and is also a Master Trainer in Neuro-Linguistic Programming. Dr Chandroo was awarded the Singapore’s Leading Indian Entrepreneurs for the Year (Large Enterprise) 2009 by SICCI-DBS, Outstanding Entrepreneur Award for the Asia Pacific Entrepreneurship Awards (APEA) 2010, Alumnus of the Year for the Southern Cross Business School, Southern Cross University Australia 2013, Asia’s Most Promising Business Leader Award 2013 and Times Now-ICICI Bank NRI of the Year Award 2014 (Philanthropy), among others. Dr Chandroo is an avid philanthropist and is actively involved in community work. He holds key appointments in various government, industry and community based organisations.

Cheng Jun
Council Member

Mr Cheng Jun has been General Manager of Bank of China (BOC) Singapore since July 2019. He joined BOC in 1991 and held various managing positions including Manager of the Credit and Risk Management Department at BOC London, Head of Overseas Business Division, Assistant General Manager, and Product Director of International Settlement Department at BOC's head office in Beijing. Prior to his appointment as General Manager of BOC Johannesburg, Mr Cheng was General Manager of Global Trade Services Department at BOC Beijing. He is also Chairman of China Enterprises Association (Singapore).

Mr Cheng graduated from Renmin University of China with a bachelor’s degree in Economics and Master of Economics. He also holds a Bachelor of Science (Hon.) in Financial Services, awarded by the University of Manchester Institute of Science and Technology.

Chia Ngiang Hong
Council Member

Mr Chia Ngiang Hong is the Group General Manager for City Developments Limited and has some 40 years of experience in the real estate industry in Singapore and the region. A much-respected industry veteran, Mr Chia is a member of the Advisory Panel in the Building and Construction Authority Academy and Fellow of the Singapore Institute of Surveyors and Valuers. He is also President of the Real Estate Developers’ Association of Singapore (REDAS), Board Member of the Institute of Real Estate Studies, and Immediate Past President of the Singapore Green Building Council.

He presently chairs the Advisory Committee to the National University of Singapore’s School of Design and Environment, and is a member of the Department Consultative Committee.

Mr Chia holds a Bachelor of Science in Estate Management (Honours) from the University of Singapore and a Master in Business Administration (Distinction) from the University of Hull, UK. Beyond his contributions to the building and construction industry, Mr Chia is also active in community and grassroots activities and serves as a Justice of the Peace.

Council Member

Ms Chong is an accomplished business leader and active board member, with extensive experience across corporate, professional services and non-profit organizations. Most recently, she was Deputy Managing Director of Raffles Medical Group (RMG), charged with transforming the commercial operations of one of the region’s largest healthcare players. Prior to RMG she spent eighteen years with integrated marketing agency Ogilvy Group in several countries. During her tenure, she has built and led high performing agencies and teams through various stages of growth and transformation.

She is a Board Director with Certis Group, Non-Executive Director with Jollibee Foods Corporation, Vice Chair with the National Volunteer & Philanthropy Centre and is presently the Chairperson of the SBF Young Business Leaders Network (YBLN) – Singapore’s official representative to the ASEAN Young Entrepreneurs Council and Association.

Ms Chong holds a Bachelor of Economics from the University of Adelaide and Masters in Arts from the University of South Australia. She is a member of the Singapore Institute of Directors and is an accredited member of the Institute of Public Relations Singapore.

R Dhinakaran
Council Member

Mr R.Dhinakaran is the Managing Director of Jay Gee Group, which retails international fashion and lifestyle brands. Also known as Dhina, he is currently the President of the Singapore Retailers Association, Deputy Chairman of Skills Future Singapore, Chairman of Audit & Risk Committee, SSG (MOE).

He is the Vice Chairman of Hindu Endowments Board (MCCY) and also serves on the Singapore Productivity Centre Board, Future Economy Council Lifestyle Sub-committee, Lifelong Learning Endowment Fund Advisory Council, Payment Council of Monetary Authority of Singapore, Board of Trustees of Singapore University of Social Sciences, SBF Digitalisation Committee, Code of Governance for Town Councils Advisory Panel (Ministry of National Development) and the President’s Challenge Steering Committee. He has also been appointed as a Justice of Peace.

He was a Former Nominated Member of Parliament, a Trustee of SIM University Education Fund, member of the SIM Governing Council, Charity Council of Singapore (MCCY) and Vice President of Institute of Singapore Chartered Accountants and Vice Chairman of Singapore Indian Chamber of Commerce.

Dhina has leveraged his skills and experience in leading businesses in managing non-profit organisations.  He is a certified Chartered Accountant (Singapore) and holds a Master of Business Administration (MBA).

Federico Donato
Council Member

Mr Federico Donato is Executive Director at Credit Suisse Private Banking, providing coverage for ultra-high net worth clients. Besides serving as President of Eurocham and Secretary of the EU-ASEAN Business Council, Mr Donato also serves as an independent board member in private companies and institutions, including Vice President of Assocamerestero in Rome, the apex body of the Italian Chambers of Commerce abroad.

He was former President of the Italian Chamber of Commerce in Singapore from 2013 to 2019. 
Mr Donato started his banking career in New York, before moving to Singapore in 2005. He graduated from Bocconi University and was a visiting student at Stern School of Business, New York University.

Farid Khan 
Council Member

Mr Farid Khan is President of the Singapore Malay Chamber of Commerce and Industry (SMCCI), Chairman of Bourbon Offshore Asia, Managing Director of Bumi Subsea Asia, CEO of Greenship Holdings (since 2013), and Director of Maxsurv Pte Ltd.

A veteran in the maritime industry with over 40 years of experience, Mr Farid first started sailing with Neptune Orient Lines from 1976 till 1989. In 1990, he began his tenure as Chief Engineer in an offshore construction barge company in Indonesia.

Mr Farid has worked for various shore-based companies, holding positions from Tech Manager to General Manager. In 2015, he started a JV company – Bourbon Offshore Asia, in which he has been Chairman since 2016. His scope of work encompasses managing a group of companies in the Asia Pacific Region as well as in Russia.

Foo Mee Har
Council Member

Ms Foo Mee Har is appointed the Chief Executive Officer of the Wealth Management Institute (WMI) since 2015. She is also a member of WMI’s Board of Trustees. She was previously with Standard Chartered Bank for close to 20 years, during which she held a number of senior positions across the Group. Her appointments at Standard Chartered Bank include Global Head for Priority Banking & International Banking covering 30 markets in Asia, Middle East and Africa; President & CEO of Standard Chartered Bank Thailand; as well as Country Head of Consumer Banking China.

Ms Foo is also a Member of Parliament, Singapore since 2011. She is the Chairman of Public Accounts Committee, Vice Chairman of the Government Parliamentary Committee of Finance and Trade and Industry, and also serves as a member of the Government Parliamentary Committee of Education.

Ms Foo graduated with a Bachelor of Science (First Class Honours) degree from the University of New South Wales, Australia with a major in Occupational Psychology.

Ernie Koh
Council Member

Mr Ernie Koh is the Executive Director (Marketing) of Koda Ltd. During his tenure of 25 years with Koda, he has rapidly expanded Koda’s market share, reaching out to more than 120 customers across more than 40 countries globally.

Mr Koh is the Chairman of International Furniture Fair Singapore Pte Ltd and the SFIC Finance Advisory Committee and the Chairman of the Local Enterprise and Association Development (LEAD) Programme for SFIC. He is the Vice President of the Franchise and Licensing Association, Member of DesignS as well as Distinguished member of the Presidential Advisory Commission of Design Business Chamber Singapore.

Mr Koh holds a BSc in Marketing from the University of Oregon (USA) and an MBA in International Marketing from the San Francisco State University (USA).


Lisa Liaw
Council Member

Ms Lisa Liaw is the Chairperson of the American Chamber of Commerce (AmCham) in Singapore and has been on the AmCham Singapore Board of Governors since 2016. She has served as Governor, Honorary Treasurer, and Chair of the Board Working Group for Committees.

Ms Liaw is the Director, Financial Controller, Singapore, Indonesia, and Malaysia at American Express. She brings over 20 years career experience on enterprise-wide matters including board matters, corporate governance, risk management and finance accumulated from working in DuPont and American Express.

She holds a B.Commerce in Accounting (University of New South Wales, Australia), INSEAD IDP-C, CIA, PFIIA and FCPA. She is also a member of the Singapore Institute of Directors.

Per Magnusson
Council Member

Mr Per Magnusson is Executive Vice Chairman of Jebsen & Jessen Pte Ltd, a diversified industrial group engaged in engineering, manufacturing, and distribution across Southeast Asia and beyond. Mr Magnusson has been the Chairman of Singapore International Chamber of Commerce since 2019. He is also a board member of the global mining and abrasives group, GMA Garnet.

Mr Magnusson is a Swedish citizen and holds a Masters in Electrical Engineering from Chalmers University and the University of Waterloo. He also holds an MBA from Uppsala University, Sweden.  

Kho Choon Keng
Council Member

Mr Kho Choon Keng was elected President of the Singapore Chinese Chamber of Commerce & Industry’s 61st Council in 2022.

Mr Kho, a Singapore President’s Scholar, graduated in 1981 with First Class Honours in BSc (Engineering) from King’s College University of London. He started his career with the Singapore civil service until he joined the family business in 1985.

He is now the Executive Chairman of the Singapore-based Lian Huat Group, founded by his late father Mr Kho Beng Kang. Lian Huat Group has diverse business interests in residential and commercial development, real estate investments and management in Singapore, Australia and China.

Mr Kho holds a strong belief in corporate social responsibility and the importance of education for our future generations. He serves on several public and civic institutions. He is a Director of Business China, Vice Chairman of China and North Asia Business Group of Singapore Business Federation, a member of the Board of Trustees of NTUC-U Care Fund. He is the Chairman of Singapore Koh Clan Association.

He also serves on the school boards of Chung Cheng High School, Nanyang Junior College, Dunman High School and Vice Chairman of the Singapore Chinese High School board of directors.

Kozo To
Council Member
Mr Kozo To is the Director, Executive Vice President, CFO and COO of Sumitomo Corporation Asia & Oceania Pte Ltd in Singapore and Assistant General Manager for Asia & Oceania of Sumitomo Corporation. He joined Sumitomo Corporation in 1989 and has more than 20 years of leadership experience in human resources and corporate planning. Mr To graduated from School of Political Science and Economics, Waseda University with a degree of Bachelor of Arts in Economics.

Saw Ken Wye
Council Member

Saw Ken Wye is CEO of CrimsonLogic, a company that focuses on digital government and trade solutions. With over 30 years of deep domain experience, CrimsonLogic has developed products for cross border trade (Single Window, Customs Management System), eJuiciary and business licencing. To date, the company has 19 offices worldwide and have undertaken over 60 projects in 40 countries.

Prior to joining CrimsonLogic in 2012, Ken worked in Microsoft for nearly 16 years with his last appointment as the Vice President for Public Sector (Asia). Ken started his IT career with the National Computer Board (NCB) in 1983 and his last appointment was Assistant Chief Executive (Industry). 

Ken is currently a member of the Info-communications Media Development Authority (IMDA) Board. He is also the Chair of the Advisory Committee for the School of Infocomm Technology in Ngee Ann Polytechnic, and the immediate past Chairman of SGTech. He is a council member of the Singapore Manufacturing Federation (SMF).

Ron Sim
Ron Sim
Council Member

Mr Ron Sim is the Executive Chairman and Chief Executive Officer of V3 Group Limited, which is an Asian luxury retail group in the lifestyle and wellness markets comprising the OSIM, TWG Tea and GNC brands.

Beginning in 1979 with a trading company, Mr Sim gradually expanded the OSIM brand overseas and established it as a household name in Asia. OSIM was publicly listed on the Singapore Exchange in 2000.

Today the V3 Group operates some 670 outlets across 24 countries in Asia, Oceania, the Middle East, Europe and North America.

Kurt Wee
Council Member

Mr Kurt Wee is the President of the Association of Small and Medium Enterprises (ASME). He has spent his career spanning the last 18 years in the investment and private equity industry. He is invested in medical and biotechnology fields of human stem cells, immunotherapy and gene therapy. He is also consulted by enterprises for turnarounds, recovery and corporate restructuring situations.

Mr Wee also serves in a number of committees in various government ministries, charity and academic institutions.

Yong Hsin Yue
Council Member

Ms Yong Hsin Yue has been Managing Director of Kuok (Singapore) Limited since 1 January 2017. Prior to that, she was General Manager of Special Projects focusing on business development for Wilmar International Limited, an agri-business listed on the Singapore Stock Exchange. She started her career in investment banking where she spent 19 years working at Goldman Sachs in Singapore and in London. Her last role was Head of the Investment Banking Division for Southeast Asia with responsibilities for the operations in Singapore, Malaysia, Thailand, Indonesia, the Philippines, and Vietnam.

Ms Yong holds an MA in Politics, Philosophy and Economics from Worcester College, Oxford, and an MBA from INSEAD.
