Council Members

The SBF Council oversees all matters related to SBF. It includes nominated, elected and co-opted representatives, with a minimum of 20 and a maximum of 26 members.

The three local ethnic business chambers – the Singapore Chinese Chamber of Commerce & Industry, Singapore Malay Chamber of Commerce & Industry, and Singapore Indian Chamber of Commerce & Industry – are permanently represented in the Council. Up to a quarter of the Council may consist of representatives from foreign chambers of commerce and industry; up to six members may be co-opted by the Council.

The remaining members comprise representatives of local chambers and member companies.

Teo Siong Seng

Mr Teo Siong Seng is a veteran in the maritime industry, and is the Executive Chairman and Managing Director of Pacific International Lines Pte Ltd, Chairman of the Singapore Maritime Institute’s governing council, and Chairman of the Standard Steamship Owner’s Protection and Indemnity Association (Asia). Mr Teo serves on the councils of various organisations, including the Singapore Chinese Chamber of Commerce & Industry, as well as Duke-NUS Graduate Medical School. He also serves on the board of Business China.

Mr Teo graduated with first-class Honours in Naval Architecture and Ocean Engineering from the University of Glasgow.

Douglas Foo
Vice Chairman

Mr Douglas Foo is the founder and Chairman of Sakae Holdings Ltd, and President of the Singapore Manufacturing Federation. He has received numerous prestigious accolades, such as the 2004 ASEAN Youth Award and the 2008 Singapore Youth Award (Medal of Commendation). Mr Foo was also named the Rotary-ASME Entrepreneur of the Year in 2002 by the Association of Small and Medium Enterprises (ASME) and the Rotary Club of Singapore.

Mr Foo graduated from the Royal Melbourne Institute of Technology with a degree in Business Administration (Finance).

Gan Seow Kee
Vice Chairman/Honorary Treasurer

Mr Gan Seow Kee is the Chairman and Managing Director of ExxonMobil Asia Pacific Pte Ltd. He is also President and Director of ExxonMobil China Petroleum and Petrochemical Company.

Mr Gan is Vice-Chairman and Treasurer of the Singapore Business Federation and serves on the board of the Singapore Economic Development Board. He is also a member of the Singapore Ministry of Trade and Industry’s International Advisory Panel on Advanced Manufacturing and the National University of Singapore Engineering Faculty Advisory Board.

Mr Gan obtained his bachelor’s degree in engineering (with honours) from the National University of Singapore and is a Fellow with the United Kingdom Chartered Institute of Management Accountants.

Pek Lian Guan
Vice Chairman

Mr Pek Lian Guan is Chief Executive Officer of Tiong Seng Holdings Ltd, and the Managing Director of Tiong Seng Contractors Pte Ltd. He serves on several boards, including that of Singapore’s Building and Construction Authority and the Singapore Green Building Council. He is a council member of the Singapore Chinese Chamber of Commerce & Industry, and Chairman of the UOB-SMU Asian Enterprise Institute’s Board of Governors.

Mr Pek graduated with a Bachelor’s degree in Civil Engineering from the Loughborough University of Technology in the United Kingdom.

Loh Boon Chye
Honorary Secretary

Mr Loh Boon Chye is the Chief Executive Officer of the Singapore Exchange. He is also Executive and Non-Independent Director of the SGX Board and a Director of GIC Private Limited. Prior to SGX, Mr Loh held various leadership roles in the financial industry in Bank of America Merrill Lynch and Deutsche Bank.

Since 1999, Mr Loh has served in several associations including ACI Singapore – The Financial Markets Association, the Singapore Investment Banking Association, the Institute of Banking & Finance Singapore and the Singapore Foreign Exchange Market Committee. Mr Loh holds a Bachelor of Engineering degree from the National University of Singapore.

Achal Agarwal
Deputy Honorary Secretary

Mr Achal Agarwal is President of Kimberly-Clark’s Asia Pacific consumer business and has over 30 years of leadership experience in multi-cultural environments. He serves on the board of various entities of Kimberly-Clark including Kimberly-Clark Lever Ltd, a joint venture with Unilever India. 

Mr Agarwal is a board member of the Singapore International Chamber of Commerce, WWF-Singapore, AVPN (Asian Venture Philanthropy Network) and is on the advisory board of the Antai College of Economics & Management, Shanghai Jiao Tong University.

Deputy Honorary Treasurer

Mr Loh Chin Hua is the Chief Executive Officer and Executive Director of Keppel Corporation, and is Chairman of several companies within the Keppel Group including Keppel Offshore & Marine Ltd, Keppel Land Limited, Keppel Infrastructure Holdings Pte Ltd, Keppel Telecommunications & Transportation Ltd, Keppel Capital Holdings Pte Ltd (Keppel Capital), the Group's asset management division; and Alpha Investment Partners Ltd, the real estate investment fund management arm of Keppel Land Limited. He also holds directorship in Keppel FELS Limited and Keppel Shipyard Limited.

Mr Loh is a Colombo Plan Scholar and Chartered Financial Analyst. He graduated with a Bachelor’s degree in Property Administration from Auckland University and obtained a Presidential Key Executive MBA from Pepperdine University.

Council Member

Ms Janet Ang is an independent director of SPH Ltd, Chairman of the NUS’ Institute of Systems Science, Chairman of Caritas Board of Trustees, Chairman of SISTIC.com Pte Ltd, Board Member of The Esplanade Company Ltd, and Council Member of the Singapore Business Federation chairing SBF’s Digitilisation Committee. Besides serving on the NUS Alumni Advisory Board, the Council of Board Diversity, the Advisory Board of Honour (Singapore), she is also the Immediate Past President of the International Women’s Forum (Singapore) and Immediate Past Chairman of Caritas Singapore.

In March 2019, Janet retired from her position as Vice President, Industry Solutions, Asia Pacific after 33 years of service at IBM. Ms Ang also served on the PUB board from 2013 to 2019 during which she chaired PUB’s Audit Committee in the last four years. She also served on the InfoComm Media and Development Authority (iMDA) and the then, InfoComm Development Authority between 2012 and 2018 as well as the Medishield Life Review Committee, the Employers’ Alliance and the Diversity Action Committee. 

Ms Ang graduated with an Honours degree in Business Administration from the National University of Singapore, and was awarded the NUS Business School Eminent Alumni Award and NUS Distinguished Alumni Service Award in 2014 and 2015, respectively. In March 2018, Janet was conferred the Singapore Computer Society IT Leaders Award 2018 – Hall of Fame award.

Jonathan Asherson
Council Member

Mr Jonathan Asherson is Chairman of the Singapore International Chamber of Commerce and non-executive Chairman of Rolls-Royce Singapore Pte Ltd, based in Singapore. He is an independent non-executive director of Sembcorp Industries Ltd and Genting Singapore Ltd and is also a Senior Adviser for St James’s Place Wealth Management Ltd, and a consultant to UMW Berhad.

Jonathan is a Council Member of the Singapore National Employers’ Federation and a Board Member of the Economic Development Board of Singapore from 2007 – 2011. He was also on the Committee for the Future Economy in 2016. He is a Past President of the British Chamber of Commerce in Singapore.

Jonathan was conferred the Public Service Medal under the Singapore National Day Awards in 2009 and received an OBE in 2010. He was awarded an honorary Doctorate of Science from Kingston University in 2010. He has worked in Germany, the USA, China and Malaysia. He speaks fluent German. Jonathan grew up in Singapore and Zambia and is married with one daughter.

T Chandroo
Council Member


Dr T Chandroo is the Chairman and CEO of the Modern Montessori International Group, which is represented in 16 countries worldwide. He is also Chairman of the Singapore Indian Chamber of Commerce and Industry.

Dr Chandroo holds a Doctor of Business Administration from Southern Cross University in addition to a MBA from the University of East London and Fellow of Chartered Institute of Marketing (UK), and is also a Master Trainer in Neuro-Linguistic Programming. Dr Chandroo was awarded the Singapore’s Leading Indian Entrepreneurs for the Year (Large Enterprise) 2009 by SICCI-DBS, Outstanding Entrepreneur Award for the Asia Pacific Entrepreneurship Awards (APEA) 2010, Alumnus of the Year for the Southern Cross Business School, Southern Cross University Australia 2013, Asia’s Most Promising Business Leader Award 2013 and Times Now-ICICI Bank NRI of the Year Award 2014 (Philanthropy), among others. Dr Chandroo is an avid philanthropist and is actively involved in community work. He holds key appointments in various government, industry and community based organisations.

Cheng Jun
Council Member

Mr Cheng Jun has been General Manager of Bank of China (BOC) Singapore since July 2019. He joined BOC in 1991 and held various managing positions including Manager of the Credit and Risk Management Department at BOC London, Head of Overseas Business Division, Assistant General Manager, and Product Director of International Settlement Department at BOC's head office in Beijing. Prior to his appointment as General Manager of BOC Johannesburg, Mr Cheng was General Manager of Global Trade Services Department at BOC Beijing. He is also Chairman of China Enterprises Association (Singapore).

Mr Cheng graduated from Renmin University of China with a bachelor’s degree in Economics and Master of Economics. He also holds a Bachelor of Science (Hon.) in Financial Services, awarded by the University of Manchester Institute of Science and Technology.

Chia Ngiang Hong
Council Member

Mr Chia Ngiang Hong is the Group General Manager for City Developments Limited and has some 40 years of experience in the real estate industry in Singapore and the region. A much-respected industry veteran, Mr Chia is a member of the Advisory Panel in the Building and Construction Authority Academy and Fellow of the Singapore Institute of Surveyors and Valuers. He is also President of the Real Estate Developers’ Association of Singapore (REDAS), Board Member of the Institute of Real Estate Studies, and Immediate Past President of the Singapore Green Building Council.

He presently chairs the Advisory Committee to the National University of Singapore’s School of Design and Environment, and is a member of the Department Consultative Committee.

Mr Chia holds a Bachelor of Science in Estate Management (Honours) from the University of Singapore and a Master in Business Administration (Distinction) from the University of Hull, UK. Beyond his contributions to the building and construction industry, Mr Chia is also active in community and grassroots activities and serves as a Justice of the Peace.

Ms Chong Ee Rong was formerly Group Managing Director of Ogilvy Singapore, with P&L responsibility for one of the country’s largest integrated agencies. She has a stellar track record as a strong business and agency lead, chief growth officer, client partner and people developer. She is currently an independent Board Director with Certis Group.

Ms Chong is active in the community and is a mentor and sponsor of the equality and diversity agenda. She is also a Council member for the Singapore Institute of International Affairs and serves on the Finance Committee of the National Volunteer and Philanthropy Centre. She is a member of the Singapore Institute of Directors, and an accredited member of the Institute of Public Relations Singapore.

Ms Chong holds a Bachelor of Economics from Australia’s University of Adelaide and Masters in Arts from the University of South Australia.

R Dhinakaran
Council Member

Mr R.Dhinakaran is the Managing Director of Jay Gee Group, which retails international fashion and lifestyle brands. Also known as Dhina, he is currently the President of the Singapore Retailers Association, Deputy Chairman of Skills Future Singapore, Chairman of Audit & Risk Committee, SSG (MOE).

He is the Vice Chairman of Hindu Endowments Board (MCCY) and also serves on the Singapore Productivity Centre Board, Future Economy Council Lifestyle Sub-committee, Lifelong Learning Endowment Fund Advisory Council, Payment Council of Monetary Authority of Singapore, Board of Trustees of Singapore University of Social Sciences, SBF Digitalisation Committee, Code of Governance for Town Councils Advisory Panel (Ministry of National Development) and the President’s Challenge Steering Committee. He has also been appointed as a Justice of Peace.

He was a Former Nominated Member of Parliament, a Trustee of SIM University Education Fund, member of the SIM Governing Council, Charity Council of Singapore (MCCY) and Vice President of Institute of Singapore Chartered Accountants and Vice Chairman of Singapore Indian Chamber of Commerce.

Dhina has leveraged his skills and experience in leading businesses in managing non-profit organisations.  He is a certified Chartered Accountant (Singapore) and holds a Master of Business Administration (MBA).

Federico Donato
Council Member

Mr Federico Donato is Executive Director at Credit Suisse Private Banking, providing coverage for ultra-high net worth clients. Besides serving as President of Eurocham and Secretary of the EU-ASEAN Business Council, Mr Donato also serves as an independent board member in private companies and institutions, including Vice President of Assocamerestero in Rome, the apex body of the Italian Chambers of Commerce abroad.

He was former President of the Italian Chamber of Commerce in Singapore from 2013 to 2019. 
Mr Donato started his banking career in New York, before moving to Singapore in 2005. He graduated from Bocconi University and was a visiting student at Stern School of Business, New York University.

Farid Khan 
Council Member

Mr Farid Khan is President of the Singapore Malay Chamber of Commerce and Industry (SMCCI), Chairman of Bourbon Offshore Asia, Managing Director of Bumi Subsea Asia, CEO of Greenship Holdings (since 2013), and Director of Maxsurv Pte Ltd.

A veteran in the maritime industry with over 40 years of experience, Mr Farid first started sailing with Neptune Orient Lines from 1976 till 1989. In 1990, he began his tenure as Chief Engineer in an offshore construction barge company in Indonesia.

Mr Farid has worked for various shore-based companies, holding positions from Tech Manager to General Manager. In 2015, he started a JV company – Bourbon Offshore Asia, in which he has been Chairman since 2016. His scope of work encompasses managing a group of companies in the Asia Pacific Region as well as in Russia.

Council Member

Ms Foo Mee Har is the CEO of the Wealth Management Institute (WMI) at the Nanyang Technological University in Singapore.  She brings over 25 years of experience in the finance and banking sector, having held senior leadership positions in a diverse portfolio of international businesses with Standard Chartered Bank including the Country Head of Consumer Banking China, President and CEO of Standard Chartered Bank Thailand as well as the Global Head for the bank’s priority and international banking business across 30 markets in Asia, Middle East and Africa.  

Ms Foo is also a Member of Parliament for the West Coast Group Constituency (GRC) since 2011. She is the Chairman of the Estimates Committee of Singapore Parliament, as well as a member of the Government Parliamentary Committees of Education, Finance and Trade and Industry. She graduated with a BSc (First Class Honours) degree from the University of New South Wales, Australia with a major in Occupational Psychology.

Mr Dwight Hutchins is the Asia Pacific Managing Director of Strategy Consulting - Products at Accenture, and Chairman of the American Chamber of Commerce in Singapore.

Mr Hutchins holds a Masters in Public Administration from the Kennedy School of Government at Harvard University, a Masters in Business Administration from Kellogg at Northwestern University, and a Bachelor’s degree in Chemical Engineering from the University of Tennessee.

Yoshihiko Ishigaki
Council Member

Mr Yoshihiko Ishigaki is the President of the Japanese Chamber of Commerce & Industry Singapore (JCCI) and Managing Director of Sompo Insurance Singapore Pte Ltd.

Mr Ishigaki spent more than 20 years at Sompo's head office in Japan and was the Managing Director of New York Marketing at Sompo Japan Insurance Company of America.

He also has vast experience in claims and underwriting and holds a Bachelor of Law from Waseda University.

Andrew Kwan
Council Member

Mr Andrew Kwan is the Group Managing Director of Commonwealth Capital, which has investments across food verticals including aquaculture, cold chain logistics, centralised kitchen, butchery, bakery and ice cream production. The Commonwealth group also has investments in retail and food services concepts such as PastaMania, Swissbake, Kraftwich, Udders ice cream, The Soup Spoon, Baker & Cook and NYC Bagel Factory.

His accolades include multiple Entrepreneur of the Year awards from both ASME and SOE Nexia, the Business Times Enterprise50 awards, Fastest Growing50 and consecutive Franchisor of the Year titles for businesses in different industries from the Franchise & Licensing Association.

He holds a BBA from Schulich School of Business, York University, Canada. Andrew is married with 4 children and serves in different capacities as an Elder at church, a non-resident fellow of Eusoff Hall-National University of Singapore, a board member of Enterprise Singapore, Restaurant Association of Singapore, Steward Company of Singapore Ltd, Spectra Secondary School and Focus on the Family.

Lim Ming Yan
Council Member

Mr Lim Ming Yan is Chairman of Workforce Singapore, a member of Singapore’s Future Economy Council and Co-Chairman of its Built Environment sub-committee, a board director of Business China, as well as a board director of Singapore Tourism Board. On 3 June 2019, he was appointed as an independent director of Singapore Press Holdings.

In his 22 years at CapitaLand Limited, Mr Lim was President and Group CEO from 2013 to 2018 and COO from 2011 to 2012. He was also CEO of The Ascott Limited from 2009 to 2012 and CEO of CapitaLand China from 2000 to 2009.

Mr Lim graduated with a first-class honours degree in Mechanical Engineering and Economics from the University of Birmingham, United Kingdom in 1985. He also attended the Advanced Management Program at Harvard Business School in 2002.

Roland Ng
Council Member

Mr Roland Ng is the Managing Director & Group CEO of Tat Hong Holdings Ltd, one of the largest crane-owning companies in the world.Mr Ng is the President of the Singapore Chinese Chamber of Commerce & Industry. He also serves in many public and civic institutions such as China & North Asia Business Group of Singapore Business Federation, Board of Trustees of Chinese Development Assistance Council, Board of Directors of the Business China, Advisory Council on Community Relations in Defence (Employers & Business Council).

Mr Ng graduated with a Bachelor of Science (Honours) degree from Loughborough University, United Kingdom.He was awarded the Public Service Medal (PBM) in 2002 and the Public Service Star (BBM) in 2010 by the President of the Republic of Singapore. In September 2015, Mr Ng was appointed as the Justice of the Peace by the President of the Republic of Singapore.

Ron Sim

Mr Ron Sim is the Executive Chairman and Chief Executive Officer of V3 Group Limited, which is an Asian luxury retail group in the lifestyle and wellness markets comprising the OSIM, TWG Tea and GNC brands.

Beginning in 1979 with a trading company, Mr Sim gradually expanded the OSIM brand overseas and established it as a household name in Asia. OSIM was publicly listed on the Singapore Exchange in 2000.

Today the V3 Group operates some 670 outlets across 24 countries in Asia, Oceania, the Middle East, Europe and North America.

Mr Kurt Wee is the President of the Association of Small and Medium Enterprises (ASME). He has spent his career spanning the last 18 years in the investment and private equity industry. He is invested in medical and biotechnology fields of human stem cells, immunotherapy and gene therapy. He is also consulted by enterprises for turnarounds, recovery and corporate restructuring situations.

Mr Wee also serves in a number of committees in various government ministries, charity and academic institutions.

Mr Eugene Wong is the founder and managing director of Sirius Venture Capital, a venture capital company founded in 2012.

Mr Wong serves as Chairman of CrimsonLogic Pte Ltd and GeTs Global Pte Ltd. He also sits on the board of Alliance Healthcare Group Ltd, APAC Realty Limited, and Enterprise Singapore. Previously, Eugene played an active role in invigorating venture capital and private equity activities as Chairman of Singapore Venture Capital & Private Equity Association from 2008 to 2013.

He is the Vice-Chairman of Japan Foods Holding and board member of Jason Marine Limited. He is also the Non-executive Director of Cargo Community Network Pte Ltd and Singapore Cruise Centre Pte Ltd.

Mr Wong is the Vice Chairman of the Singapore Business Federation’s China & North Asia Business Group, Member of the Malaysia-Singapore Business Council; China-Singapore Business Council and India-ASEAN Business Council. He is a qualified Chartered Financial Analyst and Chartered Director. He is a Alumni of NUS Business School and Harvard Business School. He is a Fellow of Australian Institute of Company Directors and Institute of Directors in UK.

Yeoh Oon Jin
Council Member

Mr Yeoh Oon Jin is the Executive Chairman of PricewaterhouseCoopers (PwC) LLP Singapore and a member of PwC Executive Board for the CaTSH firm, comprising PwC firms in Singapore, China, Hong Kong and Taiwan. He serves on the board of Jurong Town Corporation and is a member of the Institute of Chartered Accountants in England and Wales, Vice President of CPA Australia, Singapore Division, as well as the Treasurer of Singapore Institute of International Affairs.

Mr Yeoh graduated with a First Class Honours (Accounting) from the University of Birmingham, England, and is a prize winner of the Institute of Chartered Accountants of England and Wales professional exams.
